The Murray City Planning Commission on Oct. 16 approved a site-plan application for Ethos Landscaping, allowing a new 4,400-square-foot office and garage at 346 East 4500 South.
Staff presented the application as an administrative site-plan review. David Rogers, planning staff, told the commission the one-acre site is zoned General Office, abuts low-density residential (R-18) to the west, and that the proposed two-story office building would top out at 29 feet, 7 inches — under the 30-foot zoning maximum. Rogers said the applicant provided elevations, parking plans and floor plans, and met the city’s parking requirement of nine spaces by providing 13 striped stalls plus garage space for additional parking.
The staff report recommended approval with conditions to address fencing, landscaping, buffering and other technical items. Rogers said the code requires a six-foot solid masonry wall where a site abuts a residential zone; staff proposed that fence be added as a condition of approval and shown before building permits are issued. He also said the applicant must increase an existing west-side landscape buffer from 8 feet 10 inches to 10 feet to meet the commercial-to-residential buffer requirement.
Daniel Woodard, the applicant, said he lives about five houses from the site and confirmed he had read and would comply with the conditions in the staff report. No members of the public offered comment during the hearing on this item.
Commission discussion was brief. A motion to approve site plan approval for the Ethos Landscaping building at 346 East 4500 South, subject to the 11 conditions listed in the staff report, was made and seconded. The commission voted by roll call and recorded affirmative votes from Commissioners Aaron Hildreth, Jake Pearson, Ned Hacker and Chair Michael Richards; the motion carried.
The conditions in the staff report include the masonry wall at the property line adjacent to residential zoning, an increased 10-foot landscape buffer along the west property line, conformance with the building elevations and materials presented, provision of required parking, and other standard site-plan conditions to be satisfied before issuance of building permits.
The applicant may proceed toward building permit submittal once the conditions are shown on permit drawings and required documentation is provided to staff.
