EMS reports rising insurance revenue, steady transport practice to IU Health Frankfort and upcoming active-shooter training

Clinton County EMS reported improved revenue collection from insurance over the last six months and said about half of 911 calls are taken to IU Health Frankfort. EMS also announced multi-agency active-shooter trainings on Oct. 31'Nov. 2 and Nov. 1-2 pending school board approval.
Clinton County EMS staff told the council the service has seen a substantial increase in insurance collections over the past six months and that, with ambulance sales and grants, revenues may reach roughly $1.8 million by year-end.
Steven (EMS director) said EMS still transports about 50% of its 911 patients to IU Health Frankfort and the remaining 50% to out-of-county facilities depending on clinical need (for example, stroke, neuro or cardiovascular specialty centers). He said transport decisions are made using clinical judgment without diagnostic imaging and that EMS follows applicable national clinical guidance (American Heart Association, American Stroke Association) when choosing a destination.
Steven also announced a multi-agency active-shooter training hosted by Rossville that will run Oct. 31 through Nov. 2 (with additional sessions Nov. 1') and noted the training seeks to use a local school facility pending board approval.
No formal council action was required on the EMS report; councilors thanked EMS for the revenue improvement and for clarifying transport policy.
