The measure, sponsored by Mayor Taylor and passed on a 5-0 roll call, charges city administration with designing program procedures, eligibility criteria and the application process before the fund is launched. "Simply put, it's to create a fund where our residents can come and get help if they need it," Mayor Taylor said while presenting the item.
