Athens council approves street/sidewalk permit rules, $10,000 for Imagination Library; several zoning and budget items proceed to further readings

In its Oct. 20 regular session the Athens City Council adopted an ordinance tightening permitting for dumpsters and temporary street closures, approved $10,000 for the Imagination Library and accepted financial reports; several zoning matters and property sales were advanced for future readings.
At its Oct. 20 meeting the Athens City Council took a series of administrative and budget actions alongside the public hearing on temporary housing shelters.
On third reading council approved Ordinance 85-25, which adds permitting requirements for dumpsters, moving pods and construction trailers on sidewalks and streets and requires temporary street/sidewalk closures to follow an approved traffic plan and the Manual on Uniform Traffic Control Devices. Council also adopted Ordinance 96-25, authorizing a $10,000 appropriation from the general fund to support the Imagination Library project administered by the Athens County Public Libraries.
Council accepted the minutes of the Oct. 6 regular session, approved the city’s September 2025 financial reports and accepted the August 2025 credit card transactions during the meeting’s housekeeping items. Votes on these routine items were taken by voice; no roll-call tallies were included in the meeting transcript.
Several ordinances advanced through initial readings or were amended and will return for additional consideration. Notably: - Ordinance 112-25 (zoning text amendment to allow temporary housing shelters in R-3 at 7 and 15 North Congress Street) received a first reading and was amended to require an annual review rather than a biennial review (see related coverage). - Ordinance 113-25 (rezoning parcels along North Lancaster Street, Second Street, Columbia Avenue and Columbus Road) was amended on first reading to retain R-1 zoning for a subset of properties while the city studies environmental and site-specific issues; the ordinance was read for the first time as amended.
Council also read for the first time several other items, including ordinances authorizing a preannexation agreement with Athens County Commissioners (100-25), a water-line construction contract for Jacob Street (101-25), vacant property registration and related fee code amendments (103-25, 104-25, 105-25), a cybersecurity policy (110-25), and budget or property actions including an appropriation for community center HVAC controls (114-25) and ordinances declaring city property no longer needed and authorizing sale to the Athens Metropolitan Housing Authority (115-25 for 25 Central Ave; 116-25 for 458 Richland Ave). A disposal-of-equipment ordinance (117-25) was also read for first reading.
Council also announced public hearings on the zoning items: an additional public hearing on the temporary-shelter conditional-use question will occur at the Nov. 3, 2025 council meeting and the Lancaster/Columbus Road rezoning public hearing will take place Nov. 17, 2025.
Ending: The council adjourned after regular business. Several items will return for second and third readings before final action; the Appropriation ordinance for the Imagination Library and the streets/sidewalks permitting ordinance were adopted on third reading.
