Madison updates: Highland utility work, Eagan Avenue closure, library ramp and wage study progress

City staff briefed the Madison City Commission on ongoing infrastructure projects, library repairs and a wage study that staff hope will inform the 2026 wage schedule. Updates included that Highland Avenue work was a utilities-only project on a county-owned road, a contractor-ordered full closure on Eagan Avenue to speed completion, and continuing library ramp work that temporarily limits access for some residents.

Jamieson, a city staff member, said several major infrastructure projects are in punch-list or final phases and emphasized that the Highland Avenue work was limited to water and sewer improvements because the road is owned by the county. "In this case, Highland Avenue is a county owned and and operated road... In this case, we were, focused primarily or I should say exclusively on the the utility improvements, the water and the sewer improvements," Jamieson said.

Eagan Avenue reconstruction: Staff reported the contractor moved to a full closure of Eagan Avenue's work zone after falling behind schedule. The contractor told staff it can still complete the contracted phase this year; at the meeting a staff member read the contract completion date as Nov. 15. Staff said the closure allows multiple crews and equipment to work more safely and efficiently given excavation depths of up to about 13 feet in some sections.

Library access and ramp railing: Jennifer, identified in the meeting as library staff, said she had received an email from a resident whose daughter uses a wheelchair and could not access the library while a ramp remained under construction. Jennifer said she directed the resident to Dan Whitlock for timeline details and expressed hope that full access would be restored soon. "I got a email from an individual stating some concerns that her daughter uses a wheelchair and has not been able to access the library with the ramp under construction," Jennifer said.

Wage study: Human Resources is working with a vendor to compare Madison's positions to market comparators. Staff said the study is taking longer than hoped and may not be finished in time for the preliminary budget decisions this fall, but they aim to include estimated wage projections in the 2025 budget and to finalize wage steps early in the calendar year so changes can take effect in fiscal 2026.

Boards and vacancies: Staff noted recent appointment activity: Carrie Barlow was appointed from planning commission alternate to a full Planning Commission seat, creating an alternate vacancy; the airport board has a vacancy after a member moved outside the county; and one seat on the Madison Housing Redevelopment Commission remains open. All terms discussed are five years, and city residency is required for some positions.

Events and public engagement: Staff summarized recent community engagement including a City Circle held Sept. 22 (about six to eight residents in attendance, staff said), upcoming youth-focused engagement planned for Oct. 1 (date to be confirmed), and library programs including a graphic-novel book club and family events. Staff thanked First Interstate Bank volunteers for repainting a library entryway.

Safety reminders: Staff highlighted the city's "Good Neighbors, Great Madison" campaign and reminded the public of local scooter rules; meeting comments emphasized helmet use and compliance with state laws and local ordinances, though specific age and speed thresholds were discussed informally.

What remains open: Staff will provide a confirmed ramp railing installation date and the Armory floor substantial-completion date at a future meeting. The Eagan Avenue contract completion date (Nov. 15) will be monitored and reported if it changes.
