Tulsa County commissioners approve routine consent agenda, accept juvenile-detention update and move to executive session

The Tulsa County Board of County Commissioners on Aug. 11 approved a series of routine consent items — including minutes, bid awards, contract and utility permits — accepted a juvenile-detention operations update and voted to go into executive session at the District Attorney's request.

The approvals, taken by roll call, were unanimous among the three commissioners present: Commissioner Salee, Commissioner Dunkerley and Commissioner Sims. The board handled the meeting's routine business quickly, approving items grouped under the consent and action agendas and then taking a departmental update before moving into closed session.

The board voted to approve minutes from the Aug. 4 meeting and to accept and file the county clerk's July 2025 report. It approved bid awards and two engineering-related addenda and amendments 1 through 4 as presented by county engineering staff. Other approved items included appointed or replacement procurement officers requested by the sheriff's office; contractor bond inspection requests; an engineer's resolution; multiple county agreements and one agreement renewal from the county clerk's office; a notice to proceed requested by the treasurer; and an RFP advertisement for a baseball-tournament operator. The board also approved two inventory resolutions, two engineering utility permits (including work by Cox Communications and one gas utility), travel and training requests, payment of claims, blanket and emergency purchase orders, and construction program payments listed as "Tulsa County A" and "Tulsa County B." A sole-source request for Prentice Information Systems from the county clerk was approved as presented.

Penny (juvenile detention director) provided the detention update that the board accepted and filed. She said retention operations, transport and custody-control functions were conducted over the prior weekend and that staff completed one medical transport. She reported three new or revised detention policies approved by OJA and described the topics as key-and-lock control standards, master roster and post-order guidelines, and radio communications. She said the facility had received a new system and that wireless tablets for residents were expected to arrive the following week. She also said staff had reviewed grievances; for the July-to-June reporting year the transcript records 89 grievances and an assessed decline in grievances compared with earlier reporting, as presented to the board.

After the departmental reports the board voted to enter executive session on a request from the District Attorney. The motion to go into executive session passed unanimously and the chair noted the recording would be stopped for the closed session.
