Public Service Commission approves consent agenda including renewable facility certification and community-solar deadline extensions

The Public Service Commission on Sept. 24, 2025, approved its consent agenda, taking unanimous votes to certify a renewable facility, accept tariff filings, note several corporate filings and grant an extension for community solar project deadlines.
Staff presented 10 items on the consent agenda, and commissioners voted aye on each motion. The items approved included a renewable energy facility certification for Hawks Nest Hydro LLC with several administrative directives; modifications to weather-station designations under COMAR 20.31.03.03 and 20.31.03.04; broker and supplier licensing actions; notices of organizational-structure and trade-name changes; a change in ownership filing; revised Standard Offer Service tariff pages from Baltimore Gas and Electric Company; and a limited waiver to extend deadlines for certain community solar projects.
On item 1, the commission approved certification of Hawks Nest Hydro LLC as a renewable energy facility and directed the applicant to establish a REC account with PJM within 30 days of certification, to enter generation data at least annually in a GATS account maintained in good standing, to file a renewable on-site and behind-the-meter report with the commission within one week of each recording with GATS upon certification, and to notify the commission within 30 days if any information supporting the application changes.
The commission approved staff's proposed modification in the designation of weather stations used to determine extreme weather periods that trigger restrictions on service terminations under COMAR 20.31.03.03 and 20.31.03.04.
Other consent votes included granting a license to Energy Nation Solutions, LLC to provide brokered electricity services in Maryland with a requirement to provide Maryland-specific training materials to commission staff and the Office of People's Counsel 30 days prior to use; granting TES Energy Services LP’s request to remove permission to serve residential customers from its supplier license; noting filings from Sprague Energy Solutions, Inc., Rescom Energy LLC, Cobiana LLC and SQF LLC; accepting revised SOS tariff pages from Baltimore Gas and Electric Company with an effective date of Oct. 1, 2025; and granting a limited waiver of COMAR 20.62.03.04(c) to extend the operational deadline for NCBP rooftop solar projects to Dec. 9, 2026.
All recorded roll-call votes on consent items were unanimous: Commissioner McLean, Commissioner Linton, Commissioner Suchman and Commissioner Barbet each recorded “aye.”
The commission moved from the consent agenda to item 11 (a separate, debated tariff matter for Columbia Gas of Maryland Inc.).
