Evansville council adopts travel-advance change; transfers ordinance tabled until Aug. 25

The Evansville Common Council voted Aug. 11 to adopt Ordinance G2025-16, amending the city code’s travel-expense section to allow travel advances and to use a per-diem system for employees traveling on city business.

Robert Gunter of the controller’s office explained the change during the meeting and said the amendment would allow the city to “do an advancement” for employee travel when needed to avoid out-of-pocket hardship. Gunter noted the practice is allowable under state statute and the State Board of Accounts; under the revised policy employees must still substantiate travel and attendance, though the city will use per diem rather than requiring receipts for every minor expense.

The council approved G2025-16 on a roll call vote. The clerk recorded nine ayes and zero nays: Councilwoman Mosby; Councilman Hieronymus; Councilwoman Carruthers; Councilwoman Kayler Lindsey; Councilman Brickmayer; Councilwoman Allen; Councilman Green; Councilman Johnson; and Councilman Trockman. The amendment was declared adopted.

Separately, Ordinance F2025-10, described as an ordinance authorizing transfers of appropriations and additional appropriations for various city funds, was tabled after members said the item had not been properly advertised. A motion to table carried; the clerk recorded that F2025-10 will be tabled until the Aug. 25 council meeting.

Council members also approved minutes for July 28 and an Aug. 4 executive-session memorandum and acknowledged reports and communications on the evening’s extended agenda.
