The Humboldt County Association of Governments board voted unanimously Sept. 18 to approve administrative updates to the Social Services and Transit Advisory Committee (SSTAC) membership that follow recent operational changes by local transit providers.
HCOG Executive Director Brandon Byrd told the board that the city of Arcata requested removal from SSTAC membership after it routed transit operations to the Humboldt Transit Authority (HTA) at the start of the fiscal year. Byrd said Arcata will remain represented on HCOG's Technical Advisory Committee and on the HCOG board, but the city no longer serves on SSTAC as a transit operator.
The staff recommendation moved CAE Transport from a statutory seat to a discretionary seat because CAE no longer operates the supplemental dial-a-ride service it once contracted for; Fortuna Transit was moved into the statutory transit-operator seat. Byrd said the changes were essentially bookkeeping to reflect which agencies currently operate eligible services and that the SSTAC unanimously forwarded the membership updates at its Sept. 3 meeting.
Board members did not ask substantive questions and there was no public comment on the item. A motion to approve the recommended changes passed with no recorded opposition.
The membership changes do not add or remove member agencies from SSTAC; they reclassify which agencies hold the statutory seats required by law and which hold discretionary seats. Byrd said the reclassification will not change the agencies' participation beyond the seat type.
The board approved the motion without additional conditions and moved on to the next agenda item.
Ending: HCOG staff will implement the seat reassignments and update committee rosters and materials to reflect Arcata's request and the CAE/Fortuna seat changes.
