Silva said funding declines from historical averages and HUD caps on public‑service allocations constrained outcomes; she reported that subrecipients served a combined total of 871 residents during the program year. Rebuilding Together Silicon Valley, Nextdoor Solutions to Domestic Violence, Project Sentinel and Senior Adults Legal Assistance gave brief public reports about services delivered to Milpitas residents.
Microenterprise grant status: The presentation noted a microenterprise program that staff said awarded 40 grants under the program year; during subsequent council Q&A the city manager’s office clarified there were roughly 60 applicants and that approximately 39% of applicants were approved and that payments were being released to recipients that week.
Council action: Council member Chua moved and Council member Lianne seconded a motion to approve the draft CAPER and authorize the city manager or designee to make any necessary changes and submit the approved CAPER to HUD.
