Milpitas City Council approves pay increase for mayor and council; changes take effect after next election

Assistant City Manager Matt Gano presented the draft ordinance, describing the calculation and the use of the California consumer price index to set a 5.6% escalation. Under the approved ordinance each council member would receive $2,006.40 per month (roughly $24,076.80 per year, reflecting the allowed inflation adjustment). The mayor would receive an additional increment of $422.40 per month on top of the council base. The ordinance language specifies the salary changes would become effective after the next applicable election, consistent with the government code guidance discussed in the staff report.
During discussion, council members asked how the inflation adjustment was calculated. Gano said the escalation used the California consumer price index online calculator and applied data from December 2023 through June 2025, producing the 5.6% adjustment required under state law. City Attorney read the ordinance title aloud prior to the motion.
The council moved to waive further reading beyond the title and adopt the ordinance. Council member Lam made the motion; the mayor seconded. The vote was unanimous: Vice Mayor Barbara Barbadillo (aye); Council Member Chua (aye); Council Member Lam (aye); Council Member Lianne (aye); Mayor Carmen Montano (aye).
