Riley County budget staff and department leaders briefed commissioners Sept. 15 on capital improvement requests and available cash, including equipment, facilities and technology projects.
Budget officer Britney Phillips said the county’s estimated cash available for CIP is $20,091,204 and presented a prioritized list of requested projects. Public Works staff discussed ambulance replacement options: a remount was estimated at roughly $330,000 while a brand‑new vehicle would cost about $65,000 more (roughly $390,000) in the 2027 production slot, though staff noted manufacturer pricing and delivery slots can change. Public Works representatives said remounting older boxes can be cost‑effective but that replacing older non‑standard boxes with a new, uniform manufacturer product can offer long‑term benefits for electronics and serviceability.
On facilities, staff noted an IT department remodel estimate of $800,000 to relocate servers and expand GIS and IT workspace; that figure includes anticipated generator installation, communications wiring and other infrastructure to support moving server equipment. Commissioners asked about water damage and legacy HVAC units in county buildings; staff said those conditions will be reviewed as projects move to design and that additional costs may arise once building assessments are finalized.
After discussion, commissioners voted by consensus to approve the CIP projects list presented and asked staff to return final contract and funding documents for signature. Staff said they will refine estimates for ambulances, generator and remodel work and identify specific funding sources (including ARPA where appropriate) before contracts are executed.
