Commissioners approve highway permit, road contract, assessments and grant amendment; multiple capital projects cleared

Riley County commissioners on Sept. 15 approved a package of permits, contracts and grant amendments, voting unanimously on several routine items at the regular meeting.
The board granted a highway-use permit to AT&T that allows the company to complete work “as outlined in the plans,” and approved a change order reducing a project’s total cost to $147,089.39. Commissioners also moved to approve the Peterson Ranch Road improvement contract with the listed contractor and a special assessment of $1,238.40 against the Doreen and Ray Trust.
The commission approved a travel request authorizing Public Works employee David Willis to attend the 2025 International Heavy Equipment Exposition in Louisville, Kentucky. Commissioners approved accepting an amendment to the county’s Maternal and Child Health (MCH) grant administered through the Kansas Department of Health and Environment (KDHE) and the Kansas Perinatal Community Collaborative that adds $40,000 for a 0.5 full‑time equivalent staff position through June 30, 2026.
During a capital-improvement-program (CIP) work session, commissioners reviewed requests and agreed by consensus to the projects list presented by the county budget office; the board voted to approve the list as presented and asked staff to return final forms for signatures.
Motions to approve minutes from the Sept. 11 meeting and other routine consent actions were also carried.
The meeting record shows no roll-call tallies for individual commissioners on these items; the clerk recorded the motions, seconds and the chair’s call for “all in favor,” followed by the board’s verbal “Aye.”
