Board approves awarding of Index B aircraft rescue truck to Oshkosh after FAA declines prepayment discount

The Abilene Development Board amended its recommendation and approved awarding the base bid for an Index B aircraft rescue and firefighting truck to Oshkosh after Federal Aviation Administration staff said they would not support a prepayment-discount arrangement.
Don, a staff member who presented procurement details, told the board that the airport had added a prepayment-discount addendum to the bid because vendors offered discounts for upfront payment on long-lead items. He said that while the discount could have made a different vendor’s discounted total the apparent low price, FAA headquarters advised staff it was not comfortable with funding a prepayment-discount arrangement.
"We recommend that Abilene go with the base bid, the low bidder based on the base bid," Don said, and presented Oshkosh as the recommended award. Don stated the base bid price as $1,029,190.94 in one part of the presentation and later cited $1,029,194; the presentation noted the city had budgeted $1,200,000 for the purchase. Staff said these vehicles have delivery lead times of more than a year and that vendors sometimes offer a discount for prepayment because it reduces their financing costs during manufacturing.
A board member moved to amend the recommendation to award to the base-bid low vendor, with a second. The board voted by voice; the chair called for “aye” and then said there were no oppositions. The transcript does not record member names for the motion, second or a roll-call tally. The action was passed and staff will proceed toward finalizing the award and later presenting it to City Council as necessary.
Staff also said the airport has three service bays in its fire station and can accommodate the additional truck; Rescue 2, the older vehicle being replaced, will be auctioned eventually. Don said the purchase is within the current budgeted amount.
