Board approves district campus improvement plans and contracts for leadership development and college advising

The Spring ISD Board of Trustees approved district campus improvement plans for 2025–26, voted to enter into instructional‑leadership contracts with Region 4 Education Service Center, and authorized continued participation in Advise Texas to place full‑time college advisers on two high‑school campuses.

Trustees approved the campus improvement plans after a series of principal presentations describing strategies—data‑driven instruction, high‑impact coaching, small‑group instruction, and targeted CCMR work—aimed at raising campus accountability ratings. The board’s approval motion for the district‑ and campus‑level improvement plans carried unanimously.

Region 4 contracts: The board approved two separate contracts with Region 4 ESC to deliver targeted professional learning and leadership development under the LASSO Cycle 3 instructional leadership grant. Trustee Newhouse moved to approve and Trustee Correa seconded; the board voted to approve the agreements. District staff said one contract covers two campuses and the other covers three campuses; the Region 4 contracts permit subcontracting where appropriate for delivery of services.

Advise Texas MOU: The board approved a memorandum of understanding with the Texas Higher Education Coordinating Board and the University of Texas at Austin’s Advise Texas program to place recent college‑graduate advisers at Spring High School and Westfield High School. The district noted this will be the program’s third year in Spring ISD. District staff reported that in prior years Advise Texas advisers held one‑on‑one meetings with more than 85% of seniors at participating campuses, helped over 60% of those seniors file at least one college application, and helped over 50% complete the FAFSA. Each adviser’s full cost is $58,000 per campus; grant funding covers most of the cost and Spring ISD will pay $10,000 per adviser this year.

Consent agenda: The board approved the remaining consent‑agenda items unanimously after the trustees removed one item—the Emerge contract amendment—for separate review. Trustee Correa moved to approve the consent agenda with the exception of the Emerge item; trustees agreed to pull the Emerge item so the board can review ROI, contract spending and more recent performance data before deciding whether to renew or amend that vendor agreement.

During discussion, trustees asked for continued transparency, with monthly dashboards and quarterly public updates tied to the approved campus improvement plans. Administrators committed to returning with additional data, including historical trend charts and formative measures, to support the board’s monitoring role.
