Granbury approves wastewater plant equipment purchase and awards East plant waterline contract

The Granbury City Council on Aug. 19 approved two wastewater-related capital actions: the purchase of two SkyTrak telehandlers for the city’s wastewater treatment plants and the award of the East Wastewater Treatment Plant waterline contract to EGW Services LLC, plus adoption of an ordinance amending the Enterprise Capital Project Fund operating budget.
Public Works Director Chester Nolan told the council the existing telehandler at the plant had been in service for more than 20 years and is worn out. The council authorized purchasing two SkyTrak telehandlers from Kirby‑Smith Machinery through the BuyBoard cooperative contract; the agenda listed the purchase amount as $419,506. During staff remarks the total was later cited as $419,566; the council record shows the item passed 6-0. Staff said one unit is already staged in Houston and could be delivered in about 10 days, with the second unit expected within a month or two.
On the East Wastewater Treatment Plant waterline extension, staff said an 8-inch water line was included in the property purchase for the east plant and is needed to supply water to the facility and fulfill conditions tied to the land purchase. The council awarded bid number “20Four-twentyFive-ten” to EGW Services LLC in the amount of $459,319, plus a 10% contingency of $45,935. The council then adopted Ordinance No. 25-50 to amend the Enterprise Capital Project Fund operating budget for FY 2024–25 to authorize the expenditure; both actions passed by voice vote and were announced as 6-0.
City Manager Chris Kaufman and staff said the telehandler purchases are funded from bond proceeds issued to build and equip the wastewater plants; councilmembers clarified that the waterline expenditures are drawn from the city’s impact fee fund, intended to pay for growth-related infrastructure. Staff confirmed the 8-inch line is sized to support the plant and adjacent development, consistent with the purchase agreement for the property.
Council members asked about timing and capacity. Staff said the telehandler deliveries are expected within days to a few weeks, and the waterline ties and construction will follow the awarded contract schedule. The council recorded the approvals and adopted the budget amendment ordinance in two separate motions; the mayor announced both measures passed 6-0.
Staff will execute the purchase agreements and construction contract and return to council or staff reports as required under procurement rules and the adopted budget ordinance.
