County reviews $400,000 CDBG block grant after Asheville Area Habitat exits subrecipient role

Staff said earlier procurement attempts required multiple RFP attempts and that local implementing capacity is limited; staff are monitoring local partners' capacity and long-term recovery group activity to identify a qualified subrecipient.
