The Jenks City Council on Aug. 19 did not approve the Row 40 planned unit development (JZ-25 PUD-154), a roughly 40-acre residential project proposed for property surrounded by existing subdivisions east of A Hundred and 30th Street. Councilors heard extended public comment raising drainage, traffic and design concerns and voted down a motion to approve the developer’s amended plan.
The revised motion before council would have approved the PUD with a requirement that amenity space equal at least two lots (16,000 square feet). That motion failed on a roll call of 2–3: Mayor Short voted yes; Councilor Abel voted yes; Councilor Emmons voted no; Councilor Murray voted no; Vice Mayor Brown voted no.
The project team, represented by Eric Enyard of Tanner Consulting, said the development would build at a lower density than the city’s comprehensive‑plan range and include walking trails, a pool and playground. “We are meeting — and not only meeting — the intent of the comprehensive plan,” Enyard told council, adding the concept showed about 3.4 dwelling units per acre versus the plan’s 4–6 units per acre.
Neighbors from multiple nearby associations urged the council to demand more detail.…
