The York City Council on Tuesday approved two budget amendments and introduced four new bills addressing public-health programming, police grant funding and municipal ordinances.
Final passage: The council approved final passage of Bill 18, which amends the 2025 parks and recreation budget to appropriate $10,645 in grant revenue from the York County Community Foundation for landscaping and watering at Continental Square. The council also approved final passage of Bill 19, which amends the 2025 budget by $53,239.26 to reallocate existing funds awarded from the Family Health Council of Central PA to align with revised priorities for STD testing and outreach services.
Introductions: Council members introduced several bills that will be considered at later meetings. Bill 20, introduced by Councilmember Queen of Washington, would amend the 2025 budget in the Bureau of Health by reallocating appropriations among maternal and infant programs, HIV prevention and immunization and by allocating revenue and expenditures for the epidemiology and laboratory capacity for infectious diseases, the Family Health Council’s personal-responsibility education program and women’s health services. Bill 21, introduced by Klayna Washington, would amend the 2025 police budget to appropriate a $10,000 grant received for GBI outreach from the Arthur J. and Lee Art Blackfellow Foundation. Bill 22, introduced by Queen of Washington, would create Article 196 to establish a youth council committee with appointments, terms, officer elections and duties. Bill 23, introduced by Queen of Washington, would amend codified ordinances relating to unlawful manufacture of firearms to add restrictions relating to rapid-fire devices.
The introduced bills will “sit” for consideration at future meetings and were presented in summary form; council members did not take final votes on the new bills at this meeting.
