Commissioners approve park land purchases, property acquisitions and easements; DPW items to advance to full board

The Kent County Board of Commissioners on Aug. 19 approved several parks and public-works actions, advancing purchases, easements and operational items to later committee or full-board dates.
Parks and Recreation presented a request to purchase land for addition to Millennium Park. Mr. Swayze, Parks Department staff, said the parcel is surrounded by park property and the county plans to demolish existing structures and fold the land into the park footprint; demolition is planned for 2027 with county possession expected in 2026. Commission discussion thanked the Kent County Parks Foundation for its contribution. The motion to send the purchase to Finance on Sept. 2 and to the full Board on Sept. 11 was recorded as "Motion by PACLA supported by Womack" and passed by voice vote.
The board approved a quick-claim deed related to a surveyor gap plan; the motion was "by favor supported by Womack" and will go to full Board Aug. 28.
The Department of Public Works presented a property acquisition (a currently blighted site described in the meeting as a junkyard). Staff said the purchase contract includes an off-ramp: the county will complete environmental site assessment work and may decline acquisition if contamination levels trigger excessive cleanup costs. The contract language calls for a baseline environmental assessment and standard due-care measures; commissioners were told some level of industrial contamination is expected along that corridor. The motion was recorded as "Motion by Pekla supported by Debore" and will go to the full Board on Aug. 28.
The board approved creation/funding of a scale-house attendant position to support transfer-station operations; officials said North Kent transfer station handled over 68,000 paid transactions and automation (RFID kiosks) is being expanded for repeat commercial haulers. The motion was recorded as "Motion by Favor supported by Womack" and will go to full Board Aug. 28.
Finally, the board approved acquiring easements and right-of-way conveyances tied to the Sustainable Business Park project so the Kent County Road Commission can proceed with road and utility work. Staff explained that many required easements cross private parcels on both the Kent and Allegan County sides of the corridor; the county will acquire needed easements and establish the utility/road corridor before bidding construction. The motion was recorded as "Motion by Pacla supported by DeBoer" and will go to the full Board on Aug. 28.
All motions were approved by voice vote and recorded as having passed; several items were scheduled for additional review by Finance or the full Board as noted.
