MPO endorses TIP Adjustment No. 3 to realign $3.6 million in Cape Cod RTA capital funding

Colleen Medeiros, transportation program manager for the Cape Cod MPO, presented Transportation Improvement Program (TIP) Adjustment No. 3 on behalf of the Cape Cod Regional Transit Authority (RTA), saying the changes are “minor cost changes” that qualify as an adjustment rather than an amendment.
Paul Hilton of the Cape Cod Regional Transit Authority said the change was “primarily realigning costs” and that “we've realigned about $3,600,000 in cost for the state assistance that's provided for RTA capital.” He described the action as a year‑end realignment to ensure the region drew down its RTA capital funds.
MPO members discussed the level of detail required for TIP adjustments. Kevin Galligan questioned the necessity of presenting small transfers to the MPO but Colleen Medeiros and Paul Hilton said state and federal financial assistance processes require programming through the TIP for transparency and regional input. “Any of the financial assistance to the region has to start through the TIP process,” Paul Hilton said. “Both the state and federal government want to ensure…the local region has a say in what is being spent.”
Robert Lawton moved to endorse TIP Adjustment No. 3; Liz (listed in the roll call as Liz Argo) seconded. The MPO conducted a roll call vote with members identified on the record. The vote was unanimous in favor: David Mueller, Sean Handy, Tom Wilson, Robert Lawton, Dan Santos, Liz Argo and Kevin Galligan all voted yes. The chair declared the motion passes.
The MPO packet notes the adjustment covers programming changes for facility renovations, equipment and buses and does not require a formal public comment period because it is a minor cost realignment. MPO staff and RTA representatives said they will continue coordination with state and federal partners to implement the revised allocations.
