The York City Council on Tuesday declined to approve an agreement with All City Management Services to provide school crossing-guard services for the 2025–26 school year after extended questions about the procurement process, vendor performance and relative cost.
Councilwoman Betsy Buckingham introduced the resolution authorizing the agreement. Councilwoman Gianescu urged the council to reject the contract, saying the administration had failed to run a timely request-for-proposals (RFP) process and that the vendor’s prior performance included an absentee rate cited at about 15% in a company letter. “This is disappointing,” Gianescu said, adding she had asked about an RFP in February and April and been told it was forthcoming.
