Sumter County council advances zoning change to allow civic and social organizations in neighborhood commercial zones

The Sumter County Council on July 8 approved first reading of an ordinance amendment to allow civic and social organizations (NAICS code 8134) as a conditional use in the county's Neighborhood Commercial district.
Planning staffer Jennifer Keller told the council the change would add clarity where county property borders city commercial districts and would allow neighborhood-serving groups such as alumni clubs, civic associations and small fraternal organizations to operate in those commercial areas. "When we looked at that, we thought it makes sense to add some of these as a conditional use in the commercial district," Keller said.
Keller said the amendment would remove automobile and motorcycle clubs from the Neighborhood Commercial (NC) allowance because those uses typically require more space and may generate noise; those clubs would remain permitted or conditional in larger commercial districts. A council member asked whether membership events could include DJs or music; Keller replied such activities could occur for membership-only organizations but added, "We would not be reviewing it as a dance hall, and if it was found that it was operating in such a way that's outside of what their conditional use approval is for ... we work with multi-departmental groups to ... bring those facilities and sites into compliance or if necessary, shut them down."
The planning commission recommended approval. The council approved first reading for ordinance amendment number 25-03; mover and seconder were not specified on the record.
The amendment applies only to properties zoned Neighborhood Commercial and would not change rules for residential parcels, staff said. Planning staff said the change is intended to accommodate small, neighborhood-oriented meeting places rather than large assembly venues.
The council did not finalize the ordinance at the meeting; first-reading approval advances the amendment to later readings and any required public notice and hearings.
For now, the county will treat civic and social organizations under NAICS 8134 as a conditional use in the NC district, with automobile and motorcycle clubs handled separately in other commercial zones.
