Council adopts FY2025-26 budget, approves Greenville Avenue bid and several routine items

Josephine City Council members voted to adopt the city’s fiscal year 2025–26 budget and to ratify the property-tax increase reflected in that budget, approved a $3,030,748.48 construction contract for Greenville Avenue reconstruction and accepted a slate of engineering and project reports.
The council approved the FY2025–26 budget by roll call (motion carries 4–1). Councilors later voted to ratify the property-tax increase reflected in the budget; the council noted the budget will raise $164,985 more in property taxes than the prior year (a 12.77% increase), with $118,252 attributable to new property added to the tax roll.
On infrastructure, the council awarded the Greenville Avenue reconstruction contract to Texas Sterling Construction Company for $3,030,748.48, noting the project is funded in part by Collin County open-space grants and in part by CISD; the city’s share will be limited to construction observation. That award passed unanimously (motion carries 5–0).
Council members also accepted reports and recommendations from consulting engineers and project managers during the meeting. Motions carried to accept the Dunaway DBI monthly engineering report (5–0) and the Kimley Horn & Associates engineering report (5–0). The AGCM update on the public safety building was accepted with removal of a contingency item until later discussion (motion carries 5–0).
Separately, the council moved and carried procedural orders for upcoming elections: a special election to correct a term date (one-year special election on Nov. 4, 2025) and the regular general election for places 1, 2 and 4 on Nov. 4, 2025; both election orders passed without dissent (motions carry 5–0).
Other procedural items included approval of the consent agenda with the planning report pulled for discussion (motion carries 4–1) and acceptance of the planning report after discussion (motion carries 5–0). The council recessed into executive session and, upon reconvening, made a public motion to “proceed as directed” arising from the closed session (motion carries 5–0).
The council declined to adopt a proposed street-naming ordinance amendment (motion to decline passed 4–1).
