Duchesne County staff proposes updates to fire-protection agreements, including pay increase for certified firefighters

Duchesne County staff presented draft revisions to the county's fire-protection agreements with municipalities and asked member cities to review the changes with their governing bodies before the council takes action.
The proposed changes would increase pay reimbursement for certified firefighters to $25 per hour and raise the reimbursement for Tabiona from $1,000 to $3,000. County staff said the county would reimburse firefighter wages but would not reimburse cities for vehicles or equipment costs. The county also plans to finish an updated boundary map and to better align ambulance and fire-protection boundaries to improve central-dispatch responses.
"We did increase the pay for firefighters. ... we are increasing it up to $25 an hour for certified firefighters," a county staff member said during the council meeting. The staff member added that the county could not match the state-level increase to $33 per hour but wanted to take an incremental step.
The Tabiona reimbursement change was explained as a modest increase after years at a lower level: "That it did increase from 1,000 to 3,000," the staff member said, noting the county had previously absorbed costs for that department in some years.
Council members and staff discussed a recently observed dispatch mismatch at the Pinnacles, when Duchesne Ambulance responded to an incident that the staff said Fruitland Ambulance was closer to handle. County staff said the county's GIS team and fire chiefs met to align response areas and hoped to complete the boundary map before finalizing the agreement.
On incident management, county staff said the county, as the paying entity, wants authority to ensure resources are released when incidents wind down and reserves the right to provide input on suppression or incident management if major differences arise.
The council did not vote on the agreement package at the meeting; staff asked member municipalities to review the draft and return comments at a later meeting.
