Chattanooga board approves temporary permits, defers new beer application pending zoning sign-off

The Chattanooga Bureau Board approved temporary beer permits and deferred one new on-premises beer application pending zoning approval during its meeting in August 2025.
Regulatory staff reported a temporary permit for Habitat for Humanity's Greater Chattanooga event was approved. The board also approved a temporary beer permit for the Smart Music Project's Twilight Grand Market at the Chattanooga Choo Choo on Aug. 30, 5 p.m. to 10 p.m., with a rain date of Sept. 13. Organizer Robert Davis identified himself to the board as "the founder of Mountain Music Project and also Shop the Market LLC" and said his group hosts about 30 large events across Chattanooga and the surrounding area.
A separate new beer application from 100 Food 8 LLC for an on-premises beer permit (beer permit 1321) was not approved because zoning had not yet signed off. The applicant, who gave his name as Jeff (Sun), said the restaurant would include a small ramen bar and additional window seating and estimated total seating close to 40. Board staff told the applicant that once zoning completes its review, the regulatory office will automatically approve the application and the applicant will not need to return to the board.
During the meeting the board moved two pending items to the end of the meeting to await the zoning official. When zoning staff member Zach arrived, the board noted the Twilight Grand Market application had been approved by regulatory and the board then voted to approve the temporary permit. Roll-call votes for the Twilight Grand Market approval recorded yes votes from Christie, Brooke, Veronica, Ron Smith, J.W., Reginald, Betsy and the chair.
The board approved the meeting minutes of Aug. 7, 2025 at the start of the session and handled other routine regulatory items before turning to permit business.
