Northampton County opens Fowler satellite election office while council debates planning and authority

Northampton County officials and members of the county Election Commission discussed the county's newly established satellite election office at the Fowler Center and broader plans to add satellite sites to reduce long lines experienced during the 2024 election.

Sharon Gavin Levy, chair of the Northampton County Election Commission, said the commission reviewed problems at polling places after last year's election and supported creating satellite offices to give residents additional opportunities to vote. “This country ensures everybody the opportunity to vote,” Levy said, describing the commission's motivation as preventing voters from losing the chance to cast ballots because of long waits.

The commission voted 3–2 along party lines to support establishing satellite locations, according to the meeting record. Julia Geisinger, an Election Commission member, said some commissioners were concerned the process lacked a detailed operational plan and clear cost estimates and described the decision as “pushed forward” without full study; she also said she believed the legal question remained open. Legal counsel Michael Vargo said his review found satellite election offices are permitted under Pennsylvania law and that courts have ruled they are not polling places or election board meetings, so they are not required to be open to the public in the same way or to allow poll watchers.

County staff provided turnout and mail-ballot data at the meeting. Michael Colon, speaking for elections staff, said 31,752 mail ballots had been sent and 9,103 returned as of the report; 1,427 ballots had been collected from drop boxes countywide, including 300 at the Government Center Rotunda and 11 at the Fowler Center. Colon also said the only polling-place change for the general election was a Wingate Borough site moving from the fire hall to the municipal building.

Council members asked for clarity on who has authority to establish and fund satellite offices under Northampton County's home-rule structure. Vargo said ambiguity arises from the interaction of the state's elections code, the county's administrative code and the home-rule charter; he described examples where the legislative body made appropriations and the executive administered contracts and execution. A council member asked staff to confirm whether the Fowler Center use involved a lease and whether that lease required council approval; elections counsel said the county's contract with the Fowler Center showed a $0 lease for the portion of the facility used during the election but did not confirm whether council approval was required.
