Norwalk adopts regulation restricting phones K–8; high school access limited to passing times and lunch

The Norwalk Board of Education reviewed a finalized cell phone regulation that district staff said was developed with student, teacher and parent input and will be implemented as a regulation with ongoing iteration.
District staff told the board the regulation, as adopted, requires K–8 students to keep phones out of sight "from the beginning of the day to the end of the day." For high-school students the regulation allows phone use only during passing times and lunch; phones are not permitted during class time, staff said.
