Cheshire Board advances four revised policies to first reading; changes reflect recent state law

The Cheshire Board of Education voted unanimously to move four revised policies to first reading after a policy committee review that the superintendent said primarily reflects recent state legislative changes.
The policies advanced were: Policy 5114 (suspension and expulsion due process), Policy 6171 (special education), Policy 6159 (individualized education program/IEP procedures) and Policy 5118.1 (educational opportunities for military children).
Superintendent and administrators briefed the board on substantive updates in the drafts. The suspension and expulsion policy adds emphasis on restorative practice and preventive approaches, requires that administrators determine whether a student is experiencing homelessness before suspension decisions, limits out-of-school suspension for preschool–grade 2 students to five days for violent or harmful behavior, and requires trauma-informed supports upon return. The policy also requires a functional behavioral assessment and a behavior intervention plan before out-of-district placements for behavioral causes.
Special education and IEP updates reflect several statutory changes: the timeline for initial special education evaluation was changed in state law from 45 school days to 60 calendar days after parental consent; the district must now provide parents with evaluation results at least three school days before a planning and placement team (PPT) meeting; and the policy requires more detailed annual reporting to the board on community-based organizations under contract, workforce-development partnerships for students, and staff attrition data disaggregated by school and position.
Administrators told the board the updates largely codify existing practices in Cheshire: "There's really nothing here that makes me raise eyebrows," one administrator said, and the superintendent said many districts already follow the practices now set out in statute.
Board member Adam moved that the four policies be approved for first reading; the motion was seconded and carried unanimously. The meeting record shows the committee voted in favor with all members present supporting the motion.
The policies will be returned for a second reading and possible adoption after the committee and legal staff complete technical review and any edits requested by board members.
