Council approves easements, CDBG reallocation and subrecipient grants in special session

The Hagerstown Mayor and City Council used a short Oct. 21 special session to introduce and approve several property easements and to adopt amendments and subrecipient agreements tied to the Community Development Block Grant (CDBG) fiscal 2026 program.
The body introduced an ordinance authorizing the purchase of an easement for a portion of the parcel at 703–705 Mount Etna Road, Hagerstown, Maryland, with a purchase price of $20,000 to be paid from the fund balance reserve. The motion to introduce the ordinance passed after a second and a voice vote.
Council members then approved an amendment to the FY2026 CDBG Annual Action Plan (contingent upon final approval by the U.S. Department of Housing and Urban Development). The amendment reallocates $100,000 originally listed for “alleyway repaving projects” to a previously existing FY2024 activity for Wheaton Park, Phase 2 (Danshell). Details of the amendment were noted as attached to the agenda packet.
The council adopted a resolution authorizing the execution of 12 subrecipient agreements with local nonprofit organizations for CDBG-funded activities. The motion, moved and seconded, listed the nonprofit recipients by name and included $128,000 in public service grant funding and $40,000 for housing-based services.
In separate resolutions the council accepted multiple offers of deeds of easement and maintenance agreements: a perpetual sanitary sewer easement and right of ingress/egress from LP1 LLC near Heb Road; a permanent water easement at Breckenridge Drive from LP1 LLC; a permanent water easement at Breckenridge Drive from Sunshine Development 25 LLC; and a perpetual sanitary sewer easement and right of ingress/egress from Bonnie B. Lewis near Heb Road. All resolutions passed by voice vote.
All motions in the special session were approved by voice vote with no recorded roll-call tallies provided in the meeting transcript. Several items were described as contingent on HUD or other attachments (CDBG amendment) or on attached easement exhibits prepared by Frederick Tubert/Seibert/Seward and Associates (dated Sept. 16, 2025).
Council members scheduled further work-session and regular-session items separately; the votes taken in the special session were brief and procedural in form.
