City reallocates $8 million in 2022 SPLOST accounts and previews 2028 candidate projects

Staff said available SPLOST reserves total about $28 million; the reallocation is part of a twice‑annual rebalancing process to fund projects as they move into procurement and construction. Several 2022 projects are already underway: the White Avenue sidewalk project has a contractor mobilized; the Waverly and Atlanta intersection contractor began mobilization; and the East Dixie Trail contractor is scheduled to begin trail work the following Monday. The 2016 SPLOST project referenced remains pending final GDOT approval for contractor start.
Committee members asked timeline questions: staff estimated certain intersection work could take months and that some work would not be ready for construction until 2026–2027 depending on delivery method. The committee approved the reallocation motion.
Staff also presented a preliminary 2028 SPLOST candidate list. Tier 1 currently lists roughly $69 million in requested projects while the county allocation model under discussion would fund about $58 million for city projects; staff noted this leaves a gap and said staff and county are continuing discussions about funding estimates and options to increase city allocations. The 2028 list is preliminary and will be refined across upcoming committee meetings; staff asked councilmembers to submit any additional projects for consideration so staff can prepare cost estimates.
