Livingston Parish releases draft master plan, lays out implementation steps and public hearings

The Livingston Parish planning team on Sept. 11 presented a draft master plan update and an implementation framework that officials say will guide but not legally bind future land-use and zoning decisions. The consultants leading the project said the plan is intended as a policy framework, with short-, medium- and long-term actions assigned to parish departments and partner agencies, and that the public can still submit comments before the parish considers adoption.

The draft master plan, labeled "master plan draft 09/11/2025" on the parish website, was described by Nathan Lipson, project manager with WSP, as intended to give the parish "a path forward...with implementable goals, implementable solutions." Lipson told meeting attendees the document should be used by the parish planning staff and the Planning and Zoning Commission to interpret rezoning and development requests.
