Planning commission approves early building permits for Phase 1 at Memorial Drive site

The Tulsa Metropolitan Area Planning Commission on Sept. 17 approved an accelerated release to allow building permits before a final plat is filed for a development at the northwest corner of North Memorial Drive and East Pine Street.
Austin, a planner with the Tulsa Planning Office, explained the request: the applicant previously secured a preliminary plat that covered property down to Memorial Drive and now seeks permission to issue building permits for the portion north of Reading Street as part of phase 1. Austin said phase 1 is limited to office‑warehouse buildings and that "phase 2 will come in later" with substantially more infrastructure and mixed uses such as a hotel, retail and restaurants.
Staff recommended approval of the accelerated release tied to the improvements shown on the site plan and specifically limited to phase 1. The applicant was present and indicated agreement with staff's recommendation.
Commissioner Craddock moved to approve the staff recommendation; Commissioner Shible seconded. The commission approved the motion by voice vote.
The commission's action authorizes building permits for the described phase 1 area while the remainder of the platting and additional infrastructure are expected to follow in later phases; staff emphasized the approval is limited to the improvements shown on the submitted site plan.
