School board workshop leaves Parkland’s MSD ‘C4’ boundary largely unchanged for now; county to focus on larger redistricting clusters

City of Parkland staff updated the Community Advisory Board on recent Broward County Schools workshops and a proposed change to school-choice priorities; county leaders said they will not revisit the specific C4 boundary choice-area for Marjory Stoneman Douglas High School (MSD) this year.
Why it matters: The C4 area formerly allowed students assigned to a particular boundary to continue attending MSD for a limited “phase-out” period; some community members had asked whether students in that C4 area could again be permitted to attend MSD. The county’s demographer reported that MSD currently sits at roughly 101% capacity and the superintendent told a workshop the district must focus on larger clusters of schools to address an overall enrollment decline.
Jackie (City staff) summarized the recent county workshop. The county proposed two related actions: (1) a change to the school-choice policy that would give priority to students whose attendance boundary changed within the past five years (a policy item scheduled for the Broward County School Board meeting on Sept. 16); and (2) a broader “redefining our schools” review the superintendent is pursuing to address 34 schools of concern by examining eight school clusters across the county.
Jackie said the superintendent told the workshop he does not have capacity to examine the small C4 area now and prefers to prioritize cluster-based solutions given an enrollment drop of roughly 10,000 students across the district. A county demographer noted the district made 150 seats available at MSD under school choice earlier in the season; every non-senior C4 applicant who applied for MSD received a spot, Jackie said, and those seats were filled.
Members asked about class sizes and teacher shortages; Jackie and other members noted the board has limited authority because Broward County Public Schools makes staffing and class-size decisions. Jackie suggested members who have classroom experience or concerns contact the district directly to provide input on class-size policy.
Outcome and next steps: The CAB received the update and took no further action; staff will monitor the county’s Sept. 16 school-board meeting on the school-choice policy and the boundary-committee formation and will report back to the CAB as the county’s process continues.
Context: Broward County Public Schools is conducting a multi-school review to right-size buildings, repurpose facilities and adjust boundaries in response to falling enrollment. Parkland staff said no cluster affecting Parkland schools is currently in the set of eight prioritized clusters for immediate study.
