The board took final votes or approvals on several staff-recommended items, introduced a budget amendment package for public hearing and deferred or denied two rezoning matters.
Key actions (board motions and outcomes taken at the meeting):
- Appointment to Economic Development Authority: The board approved Substitute Resolution 225A-25 to appoint (name as presented) from the 3-Chopt district to the Economic Development Authority board of directors. Motion to adopt the substitute was made and seconded; the resolution was then approved.
- REZ2025-100597 (RJM Land LLC, Fairfield district): The board deferred the conditional rezoning request to the Oct. 14, 2025 meeting at the applicant’s request. Motion to defer was made by Supervisor Cooper and seconded by Supervisor Nelson.
- Proffer amendment (REZ2025-101462) — North Atlantic Holding Inc. and PNF LLC: The board approved an amendment to Proffer 15 for a property used as an auto dealership to allow full vehicle access from Skipwith Road while retaining other previously approved proffers (including a prohibition on loading/unloading vehicles on Skipwith and a 25-foot transitional buffer). Planning staff and the Planning Commission recommended approval; Supervisor Rountree moved approval and Mr. Rogas seconded.
- Vacation of building lines and easements (ordinances/resolutions approved): The board approved several property-vacation requests, including a 25-foot Westview Subdivision building line vacation (914 Sabbath Street), a 16-foot drainage and utility easement vacation (11801 Barrington Hill Court, Barrington Hill), a 50-foot building-line vacation in River Hills (8100 University Drive), and a quick-claim deed to release portions of utility easement at Brook Village apartments. Motions were made and seconded by board members; no public opposition was recorded at the hearings.
- Acquisition for floodplain mitigation (2127 Park Lane): The board authorized acquisition of 2127 Park Lane for floodplain mitigation from Richmond Group for $1,900 (assessed value). Motion carried.
- Contract award — Virginia Center Commons sewer and water replacement: The board awarded a fixed-price contract of $8,385,000 to Sawgrass Construction Corporation to replace approximately 2,110 linear feet of gravity sanitary sewer and 2,630 linear feet of water main, with work anticipated to start in December and finish within 510 calendar days. Motion carried.
- Fiscal year 2025–26 September amendments: The board introduced the September requests for amendment to the FY2025–26 annual fiscal plan and set a public hearing for Sept. 23, 2025. The total introduced was $30,500,000, including reappropriations of nearly $10.3 million (state highway maintenance funding of about $9.7 million), roughly $11.9 million in special revenue fund appropriations (CDBG/Home HUD funds, $1.5 million for Sports & Events Center operating funds, $2.2 million for mental-health funding and $1.6 million in opioid abatement authority funding), $2.1 million in general fund requests (staffing for a medic unit, behavioral-health staffing in the jail and a partial contract for primary-care and substance-use services) and about $6.2 million in capital requests (including partial payments for wastewater treatment plant upgrades serving Jail East and apparatus replacement for Fire Division). The introduction motion was made by Supervisor Cooper and seconded by Supervisor Nelson.
These items were taken largely on the consent or staff recommendation track; contested land-use cases that drew extended debate were handled separately (see the separate article on the Verona District rezoning denial). The board recorded no roll-call tallies in every instance in the audio for some items; staff will post the official minutes and recorded tallies following standard procedures.
