The Chattanooga City Council's Planning and Zoning Committee on Aug. 5 reviewed multiple rezoning and map-correction matters that will appear on the council's agenda for first reading next week.
Karen Renick, a planner with the city, briefed the committee on a series of cases. Key highlights included:
- 4204-525 Hixson Pike (rezoning to IL Light Industrial for storage): Planning staff and the planning commission recommended denial, citing incompatibility with the adopted land-use plan and concern that the industrial zone would permit higher-intensity uses not present in the surrounding corridor.
- Pinewood Drive (rezoning to R-2 for townhomes): The applicant and property owner failed to appear at the July planning commission meeting; staff reported extensive outreach attempts and planning commission recommended denial based on incompatibility with single-unit detached adjacent uses. The parcel is less than one acre and the applicant had proposed 18'27 units, the planner said.
- 7117 Bonny Oaks Drive (request to rezone to CNT neighborhood transition commercial for low-intensity office): Planning commission deferred at first but recommended approval with conditions intended to preserve a residential character, limit uses to office/professional and address signage and buffering.
- Lift of a 2022 condition near Summit Ball Fields (to allow single-unit residential): Staff recommended approval of lifting a condition originally tied to an apartment proposal because the developer now proposes single-unit detached residential; planning commission recommended approval with a new condition limiting development to single-unit detached housing.
- Broad Street drive-through (rezoning from CMU-1 to CR for a drive-through coffee shop): Planning staff expressed concerns about traffic and queuing near a nearby school; the planning commission recommended approval with a condition preventing vehicular access to Charger Drive to address queuing onto the school's adjacent street.
- Zoning map corrections in Black Creek (equivalency zoning corrections): Staff recommended changes to ensure previously platted projects can proceed under a consistent equivalent zone; the committee discussed the differences between the old RTZ and the new TRN3 zoning standards and recommended a correction to RN13 with a density condition.
- Joyner Road multiunit residential rezoning (to RN3 with conditions): The committee reviewed the site's orientation against adjacent commercial parking and recommended approval with conditions including roadway improvements to Joiner Road, minimum pavement width and right-of-way dedication.
Committee members asked detailed questions about prior conditions, tree and landscape requirements, and whether outside groups or applicants had attended planning meetings. Councilman Kelvin Henderson and Councilman Harvey pressed staff on specifics of prior rezoning conditions and landscaping compliance. Planners noted some applicants had proposed conditions and that the city's landscape ordinance could achieve many of the screening goals without locking those specifics into rezoning conditions.
Ending: Most items will move to council first reading next week; several cases come to the council with planning commission recommendations to deny, while others were recommended for approval with conditions to preserve neighborhood character and address traffic and infrastructure impacts.
