Bristol Warren committee approves property transfer, program grants and procedural motions

At its Aug. 25 meeting, the Bristol Warren Regional School Committee voted on a bundle of district actions, including formal transfer of a school building to the town of Bristol, approval of a COSI program grant, approval to distribute a Warren Health survey to students with an opt‑out for parents, and a motion to seal executive‑session minutes from the day’s earlier closed session.

The committee voted to return the Guiteras School, located at 35 Washington Street, to the town of Bristol and to relinquish “any and all rights to lease the property.” The motion specifies the transfer will be effective Oct. 1. Superintendent Jenna Riley said the town walked through the building and removed historically relevant portraits and artifacts for safekeeping; Riley said the town intends to rehabilitate and reuse the building for municipal purposes. Committee members voiced support for the transfer; the committee approved the motion by voice vote.

The committee approved a COSI grant after an explanation from district staff that the program meets Department of Health requirements for trusted partners to operate morning and after‑care programming. A motion to approve the grant was moved and seconded and passed by voice vote.

The committee also approved distribution of the Warren Health survey to students in grades 7 through 11. A district representative said the survey is the same instrument used previously, that parents will be given an opt‑out option consistent with district policy, and that the district will share the survey materials with parents and principals for review. The motion to approve distribution carried by voice vote.

Separately, the committee approved a motion to seal the executive‑session minutes produced earlier the same day; that motion passed by voice vote.

The committee approved the consent agenda by motion and voice vote; one consent item (section d) was extracted for separate consideration before the overall consent approval. The committee also voted to uphold a decision from the personnel subcommittee; during that vote a committee member announced an abstention. The personnel‑related motion was adopted, and the meeting record shows one abstention but no named roll‑call tally was entered in the transcript.

No formal roll‑call tallies or named yea/nay counts were recorded in the public transcript for the voice votes taken; where the transcript records a voice vote it records only the chair’s solicitation of assent and an affirmative response.
