The Hooksett Planning Board voted Wednesday to grant a one-year extension for a previously approved commercial site plan for Durable Trailers at 10 East Point Drive (Map 49, Lot 410). The new expiration date set in the motion is Sept. 16, 2026.
The applicant told the board that key permits remain outstanding, including a DOT driveway permit and state wetland mitigation approvals. Katie Weiss of Bedford Design Consultants described ongoing negotiations with the New Hampshire Department of Transportation (DOT) and the state wetland bureau: DOT review resulted in design requirements to mill and repave 1,100 feet of road and add turn lanes; the state wetland bureau rejected the project team’s prior offer to use a $214,000 in-lieu fee and instead asked the applicant to provide a deed restriction/mitigation area to benefit natural resources. Weiss told the board she expects final permits within two months and that the client hopes to begin construction after plan signing.
Board members asked for clarifications on DOT requirements and wetland mitigation. Members noted the project is giving a substantial area of undevelopable land to conservation as part of mitigation and raised frustration that the state and federal agencies treated the prior in-lieu fee differently; Weiss said the Army Corps accepted credit for the earlier payment while the state did not. The public hearing was opened and closed with no public comments. Jared Williams moved to grant a one-year extension, including the original findings of fact and the time limits for fulfilling conditions; Sheena Gilbert seconded. The motion passed on an affirmative voice vote.
The board recorded the extension under RSA 676:4 I and kept the original conditions of approval unchanged from the Notice of Decision dated Sept. 17, 2024.
The vote amends the site-plan expiration date only; all other conditions and deadlines on the approved plan remain in force and must be met according to the findings the board included with the extension.
