Selectmen authorize general manager to sign Tangent landfill-solar PILOT; agreement totals $481,008 over 25 years

The Board of Selectmen authorized the general manager to execute a payment-in-lieu-of-taxes agreement with Tangent Development LLC for a landfill-solar project at its Aug. 12 meeting.

Town staff told the board the pilot negotiations had been authorized at a special town meeting on May 25 and that draft agreements had been exchanged and reviewed by town counsel during the summer. Mike (town staff) described the PILOT amount shown in meeting materials as $481,008 over a 25-year term and said the project’s electricity production would represent just over 1% (about 1.2%) of the town’s total power in the reporting materials.

“I think that’s what it would be. But in terms of meeting that mandate … it’s 1.2% of the total,” a Selectman asked; staff confirmed the renewable-energy certificates and output-sale arrangements would be handled under a separate purchase power agreement. The board discussed legal review and coordination among assessors, finance and the general manager’s office before authorizing a signature.

Selectman Clasco moved to authorize the general manager to sign the documents; Selectman Donnelly seconded the motion, which the board approved by voice vote. Town counsel and staff will complete ministerial steps and the general manager will sign documents to implement the agreement.

The board noted the payment and purchase-power arrangements are separate transactions: the PILOT is the in‑lieu tax compensation to the town, while a separate power purchase agreement governs energy offtake and renewable-energy certificates.
