Commissioners said the approvals followed staff review and required sign‑offs.
Cubic Labs sought a one‑day beer and wine permit for an event tied to Boston Blockchain Week at Kilroy Square. "It is a 3 day event that brings together approximately a 100, different, people with backgrounds in this space, blockchain and AI this year," Councilor Kane told the commission while describing the event schedule and a social hour. Commissioners approved the request without conditions.
Off the Hook Bar and Grill received approval to temporarily extend its licensed premises onto the adjacent portion of Bayview Avenue for the Quincy Striped Bass Classic on Sept. 16 and an Oktoberfest on Oct. 4. The applicant said the events typically run from 1 p.m. to 8 p.m., include a roped‑off beer tent and live bands, and close outdoor service around 7:30–8 p.m. The board approved the extension.
Break Rock Brewing (listed in the hearing as Break/Brick/Bridal Rock Brewing) received multiple approvals: temporary premise extensions for several late‑summer and autumn weekend dates within the Boardwalk Park adjacent to its outdoor patio (requested hours noon–10 p.m., 8 p.m. Sundays) and a one‑day permit for a Clash at the Creek event at Pageant Field on Oct. 4. Owner and representative Jay Southwood told the commission staff would use signage, barrels and personnel to keep alcohol within the permitted outdoor area; the board approved the requests.
Applicants seeking new or transferred common‑victual licenses also were approved. Ying (Yin) Ji Chang Fen was granted a common‑victual license for 68 Billings Road with proposed manager Jackie Wan and operating hours listed in the application. J and J Coffee LLC, doing business as MOTW Coffee and Pastries, received a common‑victual license for 279 Willard Street; manager Ali Javid said the shop will serve coffee, ice refreshers and warmed pastries and will not do full on‑site cooking. Baidu Family LLC, doing business as Mochi Nut and Wenzo, was approved for a change of ownership at 19 Billings Road contingent on completion of required sign‑offs and inspections; the applicant was informed local sign‑offs must be returned to the clerk's office before the license is final.
Cumberland Farms of Massachusetts was approved to transfer the off‑premise package store wine and malt beverage license from Neon Beverage LLC (Neon Marketplace) and to take over the gas station self‑service license at 453 Washington Street. Attorney Elizabeth Pisano told the commission the operations and manager of record would remain the same following the ownership change; the board approved the transfer.
Commissioners also voted to accept the minutes of the July 15 hearing and then adjourned. All motions on the regular agenda passed by voice vote with no recorded dissents; five members were present at roll call.
