Civil Air Patrol presents interest in 210 Tacoma; board urges formal sale process

Members of the Grants Pass Composite Squadron 037 of Civil Air Patrol presented a description of their cadet, aerospace education and emergency-services activities during the Aug. 12 Josephine County Board of Commissioners’ weekly business session.
Capt. Meyer and cadets described encampments, weekly squadron meetings, and emergency-services work such as search and airborne photography. A cadet and a cadet captain spoke about leadership training and specialized cadet activities supporting pilot and glider training.
The squadron representatives said a group of citizens plans to form a nonprofit, Josephine County Emergency Services Auxiliary, that would raise funds to buy the county-owned property at 210 Tacoma and operate it as a facility with Civil Air Patrol as a tenant. They offered county access to the building for disaster response and said local law-enforcement agencies have historically used the facility for training.
Commissioners repeatedly cautioned that the county must follow public-sale and procurement policies. County counsel and the chair asked that any discussion of price or negotiation be handled outside the open session and after staff briefings. The chair said the county has done a comps study and that airport staff supports selling the property—but emphasized that the board should not appear to negotiate terms in an open meeting when the formal sale process has not been completed.
The board agreed to allow the Civil Air Patrol to brief the commission on its mission and to defer any substantive action on the property. Commissioners asked staff to ensure the county follows statutory notice and sales procedures before any sale or exclusive negotiations are undertaken.
No sale or formal transfer was approved on Aug. 12; the board recommended further staff briefings and completion of required public-notice steps before considerations of price or sale terms.
