EDC A considers $50,000 refresh of 2019 economic development strategic plan; board members ask for council alignment

Staff presented a proposal to refresh the Fulshear Economic Development strategic plan, recommending a scaled “refresh” rather than a full re-write. The vendor’s updated quote to the EDC is $50,000; the FY26 budget for studies includes $75,000 for each EDC board, and staff said the refresh would be implemented in FY26 (after Oct. 1).
Board members recalled that an earlier full proposal was closer to $100,000 and said the reduced $50,000 price represents a trimmed scope. Staff said the revised scope would include targeted outreach and that the vendor would be asked to facilitate joint sessions with City Council and both A and B boards to improve alignment. Several board members said they favor the refresh but urged that City Council be involved early in the process so the strategic work does not produce recommendations council would later reject.
Staff said they will return to the A and B boards with clarifications and that no action is required tonight because funding and execution would take place in FY26.
