The outreach lead, consultant Mario Peña of Able/Abel City, told the council the engagement effort included multiple public meetings, focus groups and an online survey. “Nosotros estamos muy contentos para reportar que en junio y julio de 24,400 residentes asistieron a los eventos múltiples… 2,500 personas completaron la encuesta,” Peña said, summarizing participation figures. Consultants also presented economic projections tied to expanded convention and event capacity, new development around the arena site and increased visitor spending.
The presentations matter because the plan centers on a proposed new Spurs arena and a broader district that would use a mix of private contributions and restricted visitor-related taxes — including hotel occupancy receipts referenced as HOT and a proposed vehicle rental tax (VRT) — to support bonds and public infrastructure. Presenters said the Spurs had pledged a large private contribution to the project and that the financing structure under discussion would use those private payments plus redirected visitor tax revenue and new development capture in a project area over multiple years.
