The council on July 28 approved two legislative letters taking positions on state bills: a letter supporting Senate Bill 346 and a letter opposing Senate Bill 445.
On SB 346, staff explained the bill would authorize local agencies to require short-term rental “facilitators” (platforms that list or arrange rentals) to disclose property addresses, assessor parcel numbers, compliance information and owner contact details so local jurisdictions can audit compliance with local regulations. Staff said larger platforms are likely to comply but smaller facilitators sometimes withhold address and ownership details, hindering enforcement in other jurisdictions. The council voted to send a letter of support for SB 346.
The council also discussed SB 445, legislation intended to streamline permitting for state-prioritized light-rail or major transportation projects. Staff and councilmembers said the bill could require local jurisdictions to act within compressed timelines, reduce local review opportunities, and elevate state priorities over locally chosen transportation priorities. Staff said the city is not aware of any immediate local projects affected by SB 445 but recommended opposing the bill due to uncertainties about definitions and potential loss of local input. The council voted to send a letter opposing SB 445.
Both letters were approved by unanimous voice vote; staff will transmit them to the appropriate state legislative offices.
