Committee OKs budget authority tied to potential Chiron contract amendment for county pension study

The Wayne County Commission Committee on Ways and Means on Wednesday recommended approval of a budget adjustment to cover invoices if a proposed amendment to Chiron’s actuarial contract is approved by the Government Operations committee and the full commission.

James Tatum, representing M and B, told the committee that M and B entered into a contract last year with Chiron, an actuarial services firm, for advice on the Wayne County Employee Retirement System and related liabilities and contributions. “There’s also consideration of potential benefit enhancements. The scope has—there’s a desire to expand the scope to consider additional proposals than what were initially considered,” Tatum said.

Tatum said analyses already completed may be updated to reflect the recently issued 2024 actuary report. “The contract amendment is under consideration, I believe, by the gov ops committee this Wednesday. And should that be approved and then approved by the full commission, we want to ensure that we have the resources to pay the contract invoices as they become due,” he said.

Committee members agreed to recommend approval of budget adjustment 20 25, 35 1 29, certifying revenue in the general fund, contingent on whatever action the Government Operations committee takes and subsequent full-commission approval. The committee did not record a roll-call vote in the transcript; the clerk called for voice approval and the item was approved.

The item affects funding authority only: the committee’s approval was explicitly made contingent on Gov Ops and final commission action, and no substantive benefit changes or fiscal impacts beyond covering contract invoices were adopted at the Ways and Means meeting.
