Susan Stover of Blackstone Inc., the city's grant administrator, presented two Disaster Recovery Reallocation Program grants for sewer and water infrastructure. Stover said one grant covers sewer improvements across the city and the other would increase water-line capacity on Live Oak toward the Gilvalle area west of town to address peak flows.
Resolution A designates authorized signatories for grant contracts and payment requests; Resolution B is a civil-rights resolution that affirms the city will comply with federal grant requirements including a citizen-participation plan, Section 3, limited-English-proficiency and fair-housing policies. Stover said the city has implemented these policies on past grants and that standard signatures typically include the mayor and city manager for contracts and the city manager, city secretary and finance director for payment requests.
Councilors asked procedural questions but had no substantive objections and moved to approve both resolutions.
