Placer County continues Gayette & Ayers commercial kennel item to Nov. 20 for additional coordination with Animal Services

Placer County on Oct. 23 continued consideration of a commercial kennel minor use permit (PLN25‑00220) for Gayette & Ayers to the November 20 Zoning Administrator hearing to give staff time to coordinate with Placer County Animal Services and address neighbor concerns.

The applicant, Marceline Gayette, sought permission to keep up to eight dogs (six full‑time plus two occasional foster dogs) on a 3‑acre property zoned RES (Resort), which in that zoning requires a commercial kennel minor use permit for keeping more than four dogs. Planning staff noted the activity occurs primarily within the residence and described it as meeting home‑occupation standards, but concluded the commercial kennel permit is the correct entitlement to support a kennel license through Animal Services. Staff recommended conditions addressing noise and vector control; staff also corrected two clerical conditions in the draft (relating to encroachment detail cross‑references and to tying permit expiration to issuance of a kennel license rather than building permit inspection).

Multiple neighbors testified at the hearing, raising repeated complaints about sustained barking and repeat escapes in 2024, past months when residents reported 12–17 dogs on the property, alleged impacts on livestock and private animals, and concerns about ongoing noise and nuisance. Planning staff said code enforcement had investigated prior complaints and closed those cases; Environmental Health and Engineering had no additional comments beyond standard conditions. The Zoning Administrator said she required additional coordination with Placer County Animal Services so the land‑use entitlement and any kennel license are aligned and continued the item to Nov. 20, 2025 to allow that work. The public was notified that no additional mailed notice will be sent and that the item will be heard Nov. 20 at 10 a.m. or thereafter.
