Planning and Zoning Commission reports steady caseload, plans sign‑code review

At the Aug. 25 study session David Larson, chairperson of the Planning and Zoning Commission, presented the commission’s annual update to the City of Waverly council, summarizing membership changes, case statistics and code work completed or underway.
Larson described the commission as a seven‑member advisory board whose primary role is to review rezonings and other code applications. He reported one commissioner, Doug Benscooter, completed his term during the past year and the council appointed Pete Fuller in April 2025; David Huser’s term was renewed in March 2025.
Larson said overall activity levels were essentially flat compared with the prior year. The commission handled a small decline in special provisional‑use recommendations and a modest drop in PLATA surveys, but no large swings in other categories. The commission reviewed and forwarded code language amendments related to swimming pools during the year.
Larson told council members the commission intends to examine the city’s sign ordinance because it has “some age to it” and to monitor how accessory dwelling unit (ADU) code changes are implemented and whether additional adjustments will be necessary. He closed by inviting questions; none were offered at the study session.
The Planning and Zoning Commission’s next steps include continuing routine reviews and preparing recommended code updates when appropriate.
