Tipp City Council approves rezoning, finds NCA petition sufficient and OKs transformer purchase; adds executive session

The ordinance was introduced by Mrs. Pittenger; the council opened and closed the public hearing with no members of the public speaking and then approved the ordinance by roll call (Pittenger; Mr. Liddy; Mr. Kessler; Mr. Insulin; Mayor Rogers; President Hoffman; Mr. Slagle).
Council also adopted a resolution declaring a petition to establish the Uptown New Community Authority (NCA) sufficient under Chapter 349 of the Ohio Revised Code, and setting the time and place for a public hearing and authorizing notice by publication. The clerk read the resolution language stating the petition complied with Chapter 349 requirements. Mr. Mack explained the resolution does not itself approve an NCA; it merely finds the petition sufficient and permits the statutory notice and hearing. The resolution passed by roll call (Mr. Insulin; Mr. Kessler; Mr. Liddy; Mrs. Pittenger; Mr. Schlegel; President Hoffman; Mayor Rogers).
The council also adopted a resolution authorizing the city manager to purchase one transformer for the electric department from WEG Transformers USA at a cost not to exceed $70,893. Mr. Mack described the purchase as for the electric department and indicated it relates to a new Tipp City school project. The purchase authorization passed with a roll-call vote.
After the roll calls, the council convened an executive session under the Ohio Revised Code provision cited by the clerk and Tipp City Council rules for the stated purpose of economic development; the meeting record shows council entered executive session with all available members present. The session was described by the clerk as permitted under the cited Ohio Revised Code section and council rule.
