Committee delays vote on equitable public water-access plan for further review

The Environmental Matters Committee voted to postpone action on R-40-25, the city’s updated equitable public water-access resolution, to the committee’s next meeting so staff can present an executive-summary briefing and address resident concerns.

Eric Leshinski and other staff described the revised draft as “thinner than the comprehensive plan but containing substantial changes,” with redlined additions including a new implementation section that lists approximately 120 recommendations and explains prioritization criteria. Staff said much of the public feedback informed edits intended to clarify how recommendations would be prioritized and implemented.

Members discussed a specific neighborhood concern about a proposed public-water-access improvement at the foot of Pumphouse Road behind the pool/boathouse area. Staff cautioned that multiple constraints apply to that site — a deteriorated footbridge (the so-called Wobbly Bridge), a wastewater line beneath the bridge and other capital-repair needs — and that any public-access project there would be a multi-step capital project requiring coordination and feasibility work.

Committee members asked for a short presentation summarizing the redline changes and short-term actions. Alderman Arnette moved to postpone consideration; the motion passed by voice vote. Staff indicated they will return with a concise executive-summary briefing and a clearer implementation timetable before forwarding the resolution to the council’s full agenda.
